Carroll County is a county located in the U.S. state of Illinois. As of the 2010 census, the population was 15,387. Its county seat is Mount Carroll.
Carroll County was formed in 1839 out of Jo Daviess County. The county is named for Charles Carroll who signed the Declaration of Independence. Carroll, who died in 1832, was the last signer to die.
According to the U.S. Census Bureau, the county has a total area of 466 square miles (1,210 km2), of which 445 square miles (1,150 km2) is land and 22 square miles (57 km2) (4.6%) is water. The Mississippi Palisades State Park is in this county, just north of the city of Savanna. The Savanna Army Depot is located partly in this county.

Lanark is a city in Carroll County, Illinois, United States. The population was 1,745 at the 2020 census, up from 1,584 at the 2010 census. The city was named after Lanark, in Scotland.
Under the auspices of the Chicago, Milwaukee, St. Paul and Pacific Railroad, Daniel W. Dame purchased 500 acres (200 ha), laid out the city of Lanark, and was elected its first mayor in 1861. In 1886, 40 residents each donated one dollar to form a public library, and a primary and secondary school was completed in August 1871. On November 25, 1893, the original school was destroyed by fire.
Early in the Twentieth Century, Lanark was home to the Cotta steam car company.
In 1986 Lanark High School was consolidated with nearby Shannon High School to form the Eastland School District. The high school and grade school were originally located in Lanark, with the middle school in Shannon. After the end of the 2012–2013 school year, the Eastland School Board made the decision to close the Elementary building in Lanark, and move those students to the Shannon building. The Middle School students were then relocated to the High School building in Lanark, now known as the Eastland Jr/Sr High School.
Mount Carroll is a city in Carroll County, Illinois, United States. It is the Carroll County seat. The population was 1,717 at the 2010 census and as of 2018, the population had dropped to an estimated 1,587.
Due to its elevation and northwesterly location, Mount Carroll is subject to unusually cold winter weather. From 1930 to 1999, Mount Carroll held the record for the lowest temperature ever recorded in Illinois, −35 °F (−37 °C), recorded on January 22, 1930. The record was beaten by Congerville in 1999, by one degree Fahrenheit. 20 years later, on January 31, 2019 during an extreme cold snap, Mount Carroll regained the title of coldest city in Illinois when a new Illinois state record low temperature of −38 °F (−39 °C) was officially recorded.
Savanna is a city in Carroll County, Illinois, United States. The population was 2,945 at the 2010 census, down from 3,542 in 2000. Savanna is located along the Mississippi River at the mouth of the Plum River. Going from north to south, the second automobile bridge between Iowa and Illinois is located just north of Savanna, and is part of U.S. Route 52. The bridge leads to Sabula, Iowa, which is across the river from Savanna. Savanna is also served by two major railroads, the Burlington Northern and Santa Fe Railway (BNSF) Railway Company and the (CP) Canadian Pacific. Savanna also has a small airport, the Tri-Township Airport (KSFY).
Savanna is protected by the Savanna Police, Fire Department and Ambulance Service. All three organizations maintain stations on Chicago Avenue. The three organizations were located in the same building (a throwback to when the fire department was responsible for the ambulance) but the original building only houses the fire department and one of the backup centers for Carroll County 911 dispatch. Savanna formerly had its own hospital, but this has since been converted to an assisted living facility, Pinnacle Place. All ambulance patients are transported to Mercy Medical Center in Clinton, Iowa or other Illinois hospitals. The Savanna Ambulance is one of two in the county to have paramedic certified members (a distinction shared with the Mount Carroll Volunteer Ambulance.)

The Charles Franks House is a historic house located at 34431 U.S. Route 52 east of Lanark, Illinois. The house was built circa 1950 by Charles Franks, a prominent settler and local landowner. The site of the house had previously been home to Isaac Chambers' tavern and stagecoach stop on the Galena Road; the tavern also became a shelter for troops and a target for warring Native Americans in the Black Hawk War. The house's design is a vernacular implementation of the Federal style, which was prevalent in the United States earlier in the 19th century but had faded from popularity by 1850. While the house features the style's typical hipped roof and jack arch lintels above the windows, it is smaller than most Federal houses and is missing characteristic decorations such as a fanlight above the front door.
The house was added to the National Register of Historic Places on May 20, 1998.
